• File the establishing Board resolution and chair appointment in Foundation records
• Record the PMC roster in Whimsy / committee-info.txt (creates the magpie LDAP group)

• Enroll Magpie in the Board reporting cycle (monthly for first 3 months, then quarterly) via the Reporter tool

Status check — both remaining boxes are live right now, and the work is happening on the mailing lists without a link back here. Recording the pointers so the decisions land somewhere durable rather than only in list archives.

Three committer votes were opened on private@ on 2026-08-01 with a 72-hour window (closed 2026-08-04), following Justin's [DISCUSS] Committer candidates thread of 2026-07-30. These would be the project's first committers since establishment. Candidates are named on the private thread rather than here. Once tallied, the remaining work under this box is the invite / ICLA / account sequence, for which skills/committer-onboarding/ is the in-tree path.

Still genuinely undecided, and it has now been asked twice with different answers:

• [DISCUSS] Governance after becoming TLP (dev@, 2026-05-25), question 4 — Justin favoured keeping the roles distinct on the standard Apache model; Craig favoured committer == PMC member; Yeonguk pointed at the standard model.
• [DISCUSS] Governance and status of new committers (dev@, 2026-06-30), question 2 — Yeonguk +1'd combining, Andrew leaned toward staged contributor to committer to PMC, Richard was fine either way but flagged the Storm experience: a large PMC where few remain active, merit does not expire, and stepping people down is an awkward conversation.

The two most ASF-experienced voices landed on opposite sides, so this is a real decision rather than a formality. Justin also asked whether written criteria should be agreed before the first votes; that question was not answered before the votes opened.

Note the second box is the criteria, which is broader than the committer-versus-PMC question — a written bar (what merit looks like, whether non-code contributions count equally) is still unwritten. projects/_template/committer-readiness.md is the in-tree shape for recording one once agreed.

Everything else on this checklist is done, and #523's other seven sub-issues are closed — this is the only thing keeping the bootstrap umbrella open.
