Clarify the button-only scope and strengthen the evidence for the host-as-control use case. Add a concrete before-and-after example so reviewers can see which design-system workarounds the proposal removes. Move image behavior to a non-normative extensibility sketch, document risks of deferring subclassing, and compare semantic delegation, Reference Target, formElement, and improved customized built-ins more directly. Record which design questions are fixed for version 1 and which remain future work. Clarify that form participation still requires formAssociated, composition and ordering are deferred, and adjacent internal-control proposals target a different component shape. Also describe the framework scope and include native interest invocation in the HTMLButtonBehavior contract.
