fix: Resolve the per-point marker color for hover labels in scattergl, quiver traces

Description

Resolve the per-point marker color for hover labels in scattergl, quiver traces, including colors provided as discrete arrays.

Closes #2953.
Closes #8025.

Changes

• Save per-point marker color to each data point for scattergl and quiver traces
• Include marker color as option in assignment chain within getTraceColor
• Update error message in Color.parse to provide description of invalid specifier

• Run the following snippets in the browser devtools console and note that the hover background is black

Notes

• This is an issue that existed prior to v4, but our changes to the color library started showing console warnings for invalid color specifiers and that made this more apparent
• The fix also applies to splom traces since it uses the same underlying code as scattergl

Looks good. Ideally add a Jasmine test covering this case for quiver and scattergl, to prevent regression.
