CLI-only PRs currently run the full webapp and internal test suites because the webapp and internal filters match all of packages/**.

This narrows them to the packages the webapp and internal packages actually depend on. Changes to cli-v3, react-hooks, python and rsc now only run their own suites (packages, CLI e2e, sdk-compat).

The exclusions live in a separate shared_packages filter step because negation patterns only work with predicate-quantifier: every, and that would break the multi-path webapp and internal filters.

The webapp and internal path filters matched packages/** wholesale, so a
change under packages/cli-v3 ran the 24-shard webapp unit suite, the webapp
e2e suite, the runops and FK guards, and the internal suite. The webapp and
internal packages depend on core, trigger-sdk, redis-worker, plugins,
schema-to-json and build only, so changes to cli-v3, react-hooks, python and
rsc now run just their own suites (packages, e2e, sdk-compat).

The gate test asserted that the internal filter lists packages/** directly.
It now accepts the shared_packages filter carrying that path, and still pins
that packages/plugins is not excluded from it.
