Summary

Adds a Sep 9, 2026 changelog entry covering new X API v2 endpoints that shipped in the latest OpenAPI spec since the Sep 1 entry.

• New Broadcasts API: broadcast lookup, scheduled broadcast management, go-live, and chat moderation endpoints (broadcast.read / broadcast.write scopes)
• New developer account endpoints (GET / POST /2/account with developer.read / developer.write scopes)
• Bookmark folder creation (POST /2/users/{id}/bookmarks/folders)
• Direct Message media download endpoint
• Compliance job cancel, upload, and download endpoints

Context

Triggered by the automated OpenAPI spec sync merged to main (8a911d8). All entries link to the generated API reference pages; internal-only details are excluded.
